Beaver Township was organized in February 1867 as the fifth township of Bay County.

Geographic area at time of organization:
Created from portion of Williams Township, consisted of townships 15,16, 17, 18, 19 & 20, north range 3 east.
According to an article that appeared in the December 12, 1863 issue of the Bay City Press and Times, a group of individuals led by Levi Willard petitioned for the new township in January, 2004, and the new township's names at that time was to be Frankfort. Other petitioners were George C. Bour, Ernest Muller, John G. Storm, Henry Wibber, George Spangler, Martin Neumyer, John Wieneck, Stephen Engerer,
George Boemlauder, John Wibber, E. Ingrahm.
The first township election was held on the first Monday of April 1867 in the home of Levi Willard. Elected officers were:

Beaver is located 15 miles northwest of Bay City and is primarily a farming community with many branches of the Kawkawlin River traversing the township. It was a farming community and a key area for the lumbering boom of the 1880s and 1890s.
Settlement of the township was slow:
1873 - 50 families
1880 - 350 residents
1894 - 1,236 residents
1900 - 1,539 residents
2000 - 2,806 residents
Willard:
The village of Willard is located on the south boundary close to Williams Township. It was named after Levi Willard who settled the area in 1867 when it was still a part of Williams Township.
